Not only does “sandwich cookie” appear more often on Google than “cookie sandwich”, does “cookie sandwich” not add the confusion of it seeming that someone has made a (bread) sandwich containing cookies? It may sound nit-picky but “biscuit sandwich” (apart from not being used in British English for a “sandwich biscuit”) *does* bring up Google references to a (bread) sandwich containing (American style breakfast) biscuits.
