Definition needed

The first element needed for this article is a definition of a Convention of the Estates, explaining how it differed from a Parliament. Did the king summon Parliament when he wanted tax money, and a Convention of the Estates for some other purpose, perhaps simply to receive petitions? or was the distinction something else?
