“For example, if x1, ..., xn are real numbers then there is an algorithm for deciding if there are integers a1, ..., an such that[…]”

What does that mean? For given x it is of course decidable, by using the algorithm returning “true” or the algorithm returning “false”. And if x is a parameter?
