[edit]I have removed the following two sentences as unsourced, they balance each other out but they shouldn't be used if no source can be found. Thygard - Talk - Contribs - Email ---- 06:31, 30 July 2006 (UTC)
David Hunter proclaimed that the act effectively emancipated all the slaves, but President Lincoln claimed it did not, and in practice the act did not do so.
