@John from Idegon: Thanks for your suggestions. I'm planning on writing a lead section that will hopefully clarify the status of this organization: it's been active for more than 100 years, and produces research reports used in multiple states to affect policy changes. Do you think a clearer leader would be enough to get this up to stub class and remove the deletion proposal, or does it also need additional references showing notability? I'm relatively new to Wikipedia, so any help you can give on the notability aspect would be great. (And to clarify re: my interest in this org, I don't work there, rather my library holds the papers of this org so I hope to provide information about how influential they've been.)
