With social dilemma. No principled distinction between collective action problem and social dilemma is made in the articles, and I am not aware of any from the academic literature. Moreover, a great deal of the content is duplicated. "Collective action problem" generates more hits on google and is less used with other meanings, so I would suggest that the merger go into that page. Unfortunately I don't have the time to make the merge myself right now, but I would suggest that people hold off on editing this page further until a merger is completed. In the Conclusions section, its author appeared to have a particular positive bias towards the direction of research undertaken on the collective action problem: 'Fortunately, the literature on the subject is expanding [italics mine] ...' and 'It is encouraging that researchers from various behavioral sciences are developing unifying theoretical frameworks to study social dilemmas [italics mine] ...'.
