I propose to merge the two articles, as their is a clear common history between them and/or its main actors. IIMSAM as an abbreviation for the program of CISRI should clearly be here (no need for its own program), while IIMSAM as a separate organization would not conform to our notability guidelines for organizations. - I propose to avoid to merge the two articles for the following reasons:
- 1) there is a persisting editing conflict in the history of the organizations, which reflects lack of general consensus on their specific organizational characteristics
- 2) the two organizations appear to have been established through different constituting Agreements: http://cisri.org/docs/Treaty_Establishing_CISRI.pdf for the Collaborative Inter-governmental Scientific Research Institute, as registered in UNTS (United Nations Treaty Series n. I-37542) and the following separate instrument http://iimsam.org/images/IIMSAM_CHARTER.pdf for IIMSAM, not published in the UNTS
- 3) by analysis of the internal provisions of the two Agreements it appears that the "Intergovernmental Institution for the Use of Microalga Spirulina (Spirulina Program) " as subsidiary body of CISRI is not the same entity of IIMSAM: it appears that there is no functional link between the two entities and professional legal scrutiny before merging is required thereto, by an appropriate Evaluation Independent Commission--Liberty8888 (talk) 14:24, 4 December 2012 (UTC)
- I agree with you that the two organisations seem different. If you look at our policy for organizations (here: WP:ORG), you'll see that an organization requires discussion in media (independent reliable sources) etcetc to be notable for inclusion on wikipedia. In my opinion, the IIMSAM organisation does not meet that bar, while CISRI does. Do you agree with that? Now the "Intergovernmental Institution for the Use of Microalga Spirulina (Spirulina Program)" cannot have its own page, but we could include more information about that at the CISRI page. It would be interesting to know that whether the so called instrument has been validated by any body such as a Member State or the Treaty depository at the UN. In fact, there are none. It implies that the Charter represented on the IIMSAM website has found neither acceptance nor ratification of any country that founded CISRI /CISRI-ISP (IIMSAM). Fox News did a detailed article in 2011 that deals with the institutional issue of the case. The basis of formation of IIMSAM is the constituting treaty of CISRI. It seems IIMSAM is like a building without a foundation. It claims to be based on an instrument /document-charter on its website http://iimsam.org/images/IIMSAM_CHARTER.pdf that is neither ratified by any member state nor is in the UN Treaty Series. At least there are none in records, whatever is there is about CISRI and CISRI-ISP The non-observance of standard rules and procedures which are followed in the case of an intergovernmental organization also raises serious doubts about the legitimacy of IIMSAM. — Preceding unsigned comment added by 180.188.248.1 (talk) 02:32, 26 December 2012 (UTC)
- Agreed. Would you agree that the "Intergovernmental Institution for the Use of Microalga Spirulina (Spirulina Program)" is a program of CISRI and that therefore the information on the program should be there; while the information on the organization IIMSAM has not enough notability to have a page on wikipedia?
