This page is out of date. I'm not an editor so I don't feel confident updating it. But for instance, Auckland Council declared a climate emergency in June 2019. see here If anyone can be bothered, you could google search each of these councils to see which have now declared a climate emergency, as many of them will have done that are currently listed as 'No'.
