It was brought to my attention that the article uses too many primary sources. So I have found some third-party sources which I plan on using to add content after I find the time to read through them. Namely, I found reports on CHATS written by the Bank for International Settlements, Japan's Ministry of Finance, and a New York-based group called eStandardsForum[1].
