Constituents: St Martin's le Grand?

The 1831 census lists the areas counted as part of the City and Liberty. [1] Unfortunately it throws up at least as many questions as it answers. It implies that Westminster had a detached part within the City of London, part of the parish of St Leonard Foster Lane, known as the Liberty of St Martin's le Grand.
