This is a particularly silly statement. Unfortunately the author is probably paraphrasing the response of an EU official when quizzed on this matter: being a protestant, I just find the assumption that such a motif would be 'offensive', extremely irritating, and indeed insulting to my intelligence. So what if the EU flag subtly (or indeed accidentally?) acknowledges Europe's roman catholic heritage - why should I find it offensive?!
Let me just digress for a moment. To deny that 'european civilization' is based to a great extent on roman catholicism is to deny reality. Like so much of the rest of the institution of the EU, the conception of Europeanism is simply born out of the ill-thought-through incoherent ideas of an Eurocratic elite, pandering to the fashions of political correctness. Fair use rationale for Image:Moder Svea.jpg

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use.
