This reference seems meaningless. The hon. Roman C Pucinski goes on for what occupies several densely laid-out pages (which I confess I haven't read), and within this, on page 8480, merely cites Castanis as having said this. (It's in the paragraph starting "In the book", in the left-hand column.) Or do I misunderstand?
You do not misunderstand, this was a vague reference.
I have fixed this up and expanded on the point by citing scholars who have worked on this. Hopefully this is clearer.
