Possible NPOV problem
[edit]I think the original author did a pretty good job on this. Apparently, so has everyone else that edited it, since comparing the original with the current version reveals mainly minor changes. However, I did have a little problem with the statement: "The city's negligence would bear bitter fruit ...". In addition to seemingly presenting a single POV, the linked article doesn't back up the implied assertion here that failure to implement the reforms was a factor in the resulting scandal. Dead Links
