Merger proposal

I propose that the articles National Master and Chess master be merged into Chess title. They deal with essentially the same subject matter. In addition, the article needs to be "globalized". For example, the title "Expert" to refer to a player slightly below master strength is purely a USCF thing. The term "Expert" is not really used outside the US.
