"and assigns names for it", is not correct. That generally goes to the IAU Commission on Planetary Nomenclature. As far as initial names and determining of names for comets, etc. where order of discovery is imporatnt. They are the clearinghouse. -- 07:03, 23 September 2006‎ User:Autkm

Telegrams and anachronism

Apparently, the last actual telegram sent to them for the purpose of, well, announcing the discovery of Comet Hale-Bopp was when Tom Bopp sent one in 1995. Seems relevant to say that they do the e-mail thing now and that even in 1995, no one used telegrams. http://www2.jpl.nasa.gov/comet/discovery.html
