FYI - the article is a stub, I am hoping to expand it as time permits, and (of course) welcome other wikipedians comments, edits, etc. My argument for notability for Weisbrod is a function of the number of time he has been cited in the media, as well as his longevity around NYC government, but note he is mainly a NYC/NY Region figure.
In terms of why he is notable this NY Times article - Weisbrod Brings Long Résumé to Advise the Mayor-Elect https://nyti.ms/1aolStV - gives a pretty good overview of his career. And in addition to what is already on the page, these are some mentions in:
