Copyright violation

This article at its foundation was copied and pasted from a Canadian government website, here. The Canadian government allows use of material for non-commercial purposes only providing the material is not changed. This is not a license compatible with GFDL, which requires that material be released for modification and reuse, including commercially. The article should be rewritten from scratch.
