This PDF map of the ISDs - Text list - shows Camp Bullis not in Fort Sam Houston ISD but in pieces of:

For example this article states that on a military base in Massachusetts, dependents of active duty military are sent to one high school while other dependents (who are not of active duty military) are sent to another high school.
