I disagree: that article is for the system in the United States specifically, and both that article and Emergency population warning are for systems that are still purely public-safety related. The Latin American cadena, according to this article, has a markedly political purpose. Unless there's an article I'm unaware of on the topic of "national political broadcast" that this could be merged into, this article seems to be well-sourced and notable. If there's an English-language term that's used for the topic more than cadena, by all means propose it.
