1997 designation?
[edit]I can't find any official source that the State Assembly designated the quarter in 1997. AB-516 from the 2001-2002 session designates the quarter, passed in June 28, 2002. See: AB-516 Redevelopment: Byzantine-Latino Quarter. As for the City government, the earliest mentions of the district, or the phrase Byzantine-Latino, I was able to find in the Council File Management System were a motion related to road work in the quarter in 1998, and a 1999 ordinance related to a lighting district project.
The BID website does state that "in 1997, the community adopted the name Byzantine Latino Quarter." It also mentions the state's recognition (no date mentioned, probably referring to the 2002 Assembly Bill. It's not clear to me what association or institution led to the name's adoption nor the specific date of its adoption, nor when the City formally recognized the neighborhood designation, outside of a motion supporting AB-516.
