Is passing the buck really a political strategy?

While "passing the buck" is a commonly used phrase of speech, I doubt that it commonly refers to a political strategy of "let the other guy do the dirty deed". I also find it highly speculative whether this was the motivation behind the Munich Agreement, quoth the Wikipedia article: Today, it is widely regarded as a failed act of appeasement toward Germany..
