Militarism

I've edited the article to clarify the status of the PM. I've described them as a state-level Gendarmerie, as they are a Military Force tasked with internal security, and pointed out that they are comparable to the US National Guard in that they are under state rather than federal authority. I think this needed clarification as this system is very different to that found everywhere else in the world. I would personally love to see the articles expanded as I find the Brazilian system of law enforcement fascinating (the theory of it anyway).
