When to create an article

DatGuyYes, they entered an athlete in an event designed to be a final qualifier for the olympics, she qualified, the ISU confirmed Brazil's inclusion. What am I missing?18abruce (talk) 19:27, 31 October 2017 (UTC)[reply]
