Discussion: Why did he deal with Chernobyl?
[edit]Is there any information why this man became vice-chairman? Did he come in charge of the disaster cleanup because he was vice-chairman or because he was dealing with the production of energy production?

[edit]The article linked in footnote #9 "Boris Shcherbina" isn't there anymore and the page doesn't seem to have been properly archived by archive.org so it seems this reference source is gone forever unless someone is able to wrangle what archive.org was able to get into something legible (it's just a big, blurred image of the article).
