7 or 8 signatories?
[edit]The map shows 8 countries (including Brazil), and the source [1] has this at the end:
- Signed in Bogota 3 December 1976 by the Heads of Delegations.
- Bresil, Colombia, Congo, Ecuador, Indonesia, Kenya, Uganda, Zaire
Yet the text lists only the countries without Brazil. Looking in the history, Brazil was removed by Parth7396 with a comment "The signatories were seven countries. Brazil was an observer." Does anyone know the details and can reconcile this? Either fix the map or the text, and if there was an observer, then this should likely also be mentioned in the text (and possibly colored differently in the map).
