Merger proposal

I propose to merge Blue Grass Chemical Agent-Destruction Pilot Plant into Blue Grass Army Depot, or possibly vice-versa. I think the reasons are obvious, the depot existing to store the weapons and the Pilot Plant to safely dispose of them; moreover, the "Pilot Plant" is now set to fully staff up and begin active use per Last U.S. Chemical Weapons Stockpile Set To Be Destroyed
