Notability?

I don't understand how this article managed to survive AfD. Do the general guidelines of notability applying to individuals not apply to institutions? Is notability by association foundation enough to warrant an article? Otherwise how is this in any way notable? (By all means respond here. I have the page on watch for that very purpose.)
