According to the article on sic, it is to be used when a spelling or grammatical error is in a citation and thus not an error of transcription. The citation quoted here uses a historically correct spelling of the word "maneuver." Since no error (it is historically correct) is in the citation, the inclusion of the "sic" is the error.
