I have been unable to find a copy of the actual Act. All sources repeat two statements about it, firstly that it gave citizenship of homelands to all blacks, and secondly that it deprived them of South African citizenship. The former may be correct (though it may only have applied to those actually living within the territory of the homeland), but the latter was not true. Reports at the time of the independence of Transkei referred to its citizens losing South African citizenship. So citizenship under the Black Homeland Citizenship Act was apparently additional to South African citizenship.
