I have read somewhere that the key idea of this bank holiday law was that the existing rather rigid laws about the Sunday rest would not apply to these new bank holidays. So banks - and many other institutions - closed, but restaurants and seafront amusements would be open, in contrast to Sundays. This opened up a possibility of a free day for fun.
