Retention, Detention

- So, it's a retention basin, and I really do question whether the subject is worth its own article as opposed to a section on the article about retention basins? And even apart from that question, it strikes me the how part about Willen Lake would be more appropriate for that lake's article since it doesn't deal with the actual subject matter. It's maybe worth mentioning in passing that the lakes can have other functions, but we don't need a whole "case study" subsection talking about recreation and such.
