US Public Policy Review

This is for class, and the Wikipedia:WikiProject United States Public Policy. This article doesn't seem to have been worked on at all. It needs to be expanded. What President approved this? Why was is proposed? Did it do any good? Also, the opening paragraph is written in "legalese", and it is very hard to understand exactly what the act was about.
