Rewrite

Clarification request
[edit]The article states: "whenever a user requires more bandwidth". More bandwidth above some pre-defined or designated limit? Who decides that? Why would this initiate a new connection? Who makes such a request? The network operating system? These details would clarify this article greatly. --Daydreamer302000 (talk) 08:10, 14 August 2009 (UTC)
