Mr. Nicolai was not the minister of foreign affairs, but only the "staatssecretaris" (which translates as "deputy minister"). In the Dutch system, there is a fundamental difference between "real" ministers and such deputy ministers. The latter are politicians as well, but they are not memebrs of the government ("regering"). There is an RfC on the question of using "Religion: None" vs. "Religion: None (atheist)" in the infobox on this and other similar pages.
