Problem: William Faxon died in 1883; could not have served until 1889

According to the Wikipedia biography of William Faxon the man died in 1883 and thus could not have served as Assistant Secretary of the Navy until 1889.

Deputy Assistant Secretary of the Navy

Please can a subject expert create a section or complete article about Deputy Assistant Secretary of the Navy (DASN)? Even if there is nothing encyclopedic to say about DASN in general, we can at least list the many specific DASN roles, several of which have articles which we should link.
