A couple of details
I took out
- Entering the United States Navy in the late 1890s, ...
Since he was born in 1884, it seems unlikely, or needs sourcing.
- ... until his death in the Georgetown area of Washington, D.C. on January 10, 1960.
For what it's worth, http://wc.rootsweb.ancestry.com/cgi-bin/igm.cgi?op=GET&db=gtm13&id=I7497 says, "# Death: in of Wilmington, New Castle, PA".

I did minor cleanup. Notes-> References (resolved no reference issue), added sections and bio portal. Notability is really not an issue but this article needs to be fleshed out or more details added. A bio picture would be nice along with related pictures. An article similar to Daniel V. Gallery who oversaw the capture of the U-505 in WWII would be a nice. - It was recommended by the Australian government and presented by the Australian ambassador to the US. citation The anomaly of awarding the "Order of the British Empire" was recognised even in 1945, and of course became more pronounced over the following two decades as the British Empire fell apart; but nobody did anything about it until 1975.
