What does this even mean?

"In the field of medicine, the term "arrested development" was used, in 1835-1836, to mean a stoppage of physical development; the term continues to be used to indicate a stoppage of physical development."

i just stumbled upon this when I was looking for the TV-series by the same name. The term was coined in 1835? Or does it mean that it has been used from 1835 up until now, but with a pause in its use? This is really unclear.

The article says that the term "arrested development" was used in a specific way under the Mental Health Act of 1983, but does not cite any sources for this. Vorbee (talk) 16:37, 16 September 2017 (UTC)[reply]
