I changed the date of the inclusion of the two coastal counties from 10/21/07 to the correct 4/27/08. On 10/21/07, permissive dialing begins, which means local calls can be dialed as either 7 digits or with the 503 area code. Because no other area code can be dialed in the permissive phase, 971 cannot be assigned or used. Mandatory dialing begins 4/27/08, after which 971 (or a new area code) can be used, subject to office code assignment.

I'm thinking we should re-do the bit about what areas it covers to list the counties instead, and then that most of the Portland and all of the Salem metro areas are within the area codes. Should help keep people from adding their hometown, as I have no idea why McMinnville is listed and its hard to justify listing it and not 5 or so larger cities.
