Not necessarily true. Looking at the Big Four carriers, AT&T[1] do free calling to 4 of the 5 US territories -- GU, MP (CNMI), PR and VI (and for some reason, they exclude AS). That said, Verizon[2], T-Mobile[3] and Sprint[4] appear to me to charge for AS, GU and MP (but not PR and VI). I'm assuming a la carte (pay per use) rates.
