Dialing plan

Are you referring to calls between places which are exclusively in 321? What was this rejected Chicago-area proposal?
[edit]I see this comment in this article, and it's about the assignment of this area code (321):
"it was assigned to the area, instead of suburban Chicago"
Please explain this rejected proposal regarding suburban Chicago. Notice that 321 is just a two-digit transposition away from 312, which was the original Chicago-area area code (excluding fringe suburban areas in area 815). 312 has split twice and thus remains only in downtown Chicago. — Preceding unsigned comment added by 128.63.16.82 (talk) 19:44, 13 June 2012 (UTC)
