Career as President of Malta?

This article seems more far more concerned with his career prior to becoming head of state and saying very little about what went on during his term, whether it ended with expiry or his disability, and why he was succeeded by an ad interim successor. Is he related to Joseph Buttigieg (and thus Pete Buttigieg)?
