I am not sure if Wilson's quote is necessarily "anti-intellectual" in the sense that this article describes. It could be argued that Wilson's quote was a critique of technocracy, and less so of ostracization towards intellectualism. Wilson himself was the president of Princeton University and earned a Ph.D. I think this quote only serves as an indication that he was critical of the aforementioned system of government, because it would undermine democracy in the US if power was held in the hands of a small collective with esoteric knowledge of the situation presented to them.
