Query concerning Finland

A query with regard to the article's statement: "Stalin hoped to regain the territories that had been held by the Soviet Union, including Finland...". Finland had been a Grand Duchy of the Russian Empire but it was independent by the time that the Soviet Union was created in 1922. During the Winter War (1939–40) the Soviet Union famously failed to conquer it. So by the time of this 1942 treaty, surely Finland had never been "held" by the Soviet Union? - Polly Tunnel (talk) 17:08, 19 September 2024 (UTC)[reply]
