@Ehlla, StarDeg, PhilKnight, and Буквы: An IP editor has repeatedly (here, here, here, and here) deleted summary material in the WP:LEAD of what is a major part of the sourced material we have in this article, describing Kostin's candidature for head of SAPO and Ukrainian civil society organisations' concern about his candidature. If someone has a good reason for excluding that summary from the lead, then please explain why. Otherwise, I suggest that someone restore the deleted material. If someone has a source saying that to avoid conflicts of interest, Kostin's parliamentary position has been suspended so that he's no longer a member of parliament [this happens in some countries, e.g. in France when a member of parliament becomes a minister, his/her « suppléant » (complementary-person) takes over the member of parliament position, until e.g. the minister resigns and recovers the member of parliament position], then please add that info with the source.
