It did say officially; however, the Express isn't a particularly reliable source, and that article was referencing some unknown Croatian source(s), and given that we're talking about a transfer to England, it was doubtful at best. Factor in the Leicester Mercury report that came out within a few minutes of it, and it's easily discredited. You are correct that the FA has endorsed the work permit (the Leicester City website also verifies that); now all he needs is for the UK Border Agency to rubber-stamp it, and then, finally, he is a Leicester City player.
