User:Mconstantineau felt a need to shorten the intro. It may have been too long. However, Mconstantineau left the intro ending in "ts provisions cover three areas:", and the list of the areas were cut. I restored those three.

[edit]Also, I think the discussion of the local initiatives deserves to be discussed in narrative; otherwise, it's not so easy to understand the table. I restored much of that discussion in a new section entitled, "Federal vs. local". I hope this meets the need for an intro that is appropriately brief while still providing adequate narrative regarding the other developments. DavidMCEddy (talk) 01:55, 8 November 2015 (UTC)
