Fair use rationale for Image:Alturas.jpg

Image:Alturas.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in Wikipedia articles constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

Please go to the image description page and edit it to include a fair use rationale.

Doubious source I

It may be tempting cite from a source such the local Chamber of Commerce for additional information about a city or county, but in this case at least, the Alturas Chamber of Commerce web site's History page is questionable. While some content seems to be original work dating to 1992, some has been added so recently that Google hasn't collected it into their search engine yet, and it's a collection of snippets of information plagiarized from a variety of uncredited sources. This came to my attention when I recognized some of my own work on their page.

Their original work contains contradictions of scholarly works, without citing a source.

Googling a selection of phrases that should be unique to their page shows that these phrases occurred earlier on other web sites:

This is not to say that the Alturas Chamber of Commerce web site is of no use to us. However, having found information on it, we would be wise to google the phrase we want to cite, in order to find the original source, and determine whether it is reliable. Re: "Alturas/Modoc County has a local independent television station KMDC on channel 9."

There have never been any Television broadcasting facilities in Alturas. The nearest are in Klamath Falls, OR and Redding, CA, both at least 100 miles away. Further, Modoc County is part of the Redding/Chico television market, for which channel 9 is occupied by KIXE in Redding.

City's remote location

I do not necessarily agree on "the city's remote location". It's a relative argument (like speed which needs a frame of reference for comparison).
