The second sentence, in historical terms, is nonsense. In the 1790s, the 16th Regiment (whether of Foot or Light Dragoons were both long-established corps. Furthermore, regiments are not commanded by brigadiers - (the rank of 'brigadier general' only existed briefly in the British Army, and not in the 1790s).
A brief internet search indicates this should read '116th Regiment', a reference to the short-lived 116th (Perthshire Highlanders)Regiment, raised in 1793 and disanded in 1795, with some personnel being drafted into the 42nd Royal Highland Regiment. http://web.archive.org/web/20071016175259/http://regiments.org/regiments/uk/inf/116-793.htm

[edit]Is this a reference to the 1st (Royal) Regiment of Foot? The 2nd Battalion appears to have been in Minorca from 1771
