Albert Pike Rec Area History is missing

It is sad that this amazing federal area is so linked to that one tragic incident. When was this land originally designated as a federal recreation area? Who were the people involved with developing and building it? I came here to look for that information and I was disappointed that the only real information on the page was related to the incident.
