Cleanup

As I said in the previous AfD, I will try over the next few days to get this article in a better state. I know there is verifiable information available to help better establish notability for Mr. Brigance. If anyone has anything additional information in the mean time please feel free to help me out. I'm a cousin of Albert Brigance, and he did pass away in September of 2007. I'll add more information to his page, as he is a relatively significant figure in remedial ed and testing standards.
